This contract has been developed in two components: (i) the final evaluation of the Program; and (ii) the systematization of the program's experiences. Ex Post Evaluation of the Revitalization and Urban Development Program of La Paz PRU. Survey application to 4,100 people distributed in the following segments: (i) pedestrians; (ii) merchants; (iii) carriers; (iv) vulnerable groups (selling women with small children, blind people and child workers); and (v) tourists, all of them addressed in the Central Urban Area of the city. Final evaluation of the Revitalization and Urban Development Program of the city of La Paz (US $ 35 million). Some aspects were established to identify the deterioration, urbanization and obsolescence of the urban center, as well as the principles of urban revitalization. Investment levels were reviewed, compliance with the national standard in public investment. The Infrastructure component was evaluated by analyzing the impact of each of the infrastructure projects of the Program (Camacho Avenue, Camacho Market, Lanza Market, Pérez Velasco Gateway, etc.). An evaluation was made of the projects that sought to improve mobility in the CUC through people and vehicle counts to establish the level of service provided by the new infrastructures. The systematization of a representative sample of 13 projects financed through the Social Concurrent Fund and the Competitive Productive Fund, managed by component II of the Program, which accommodated more than US $ 700 thousand. The evaluation of component III of institutional strengthening itself was carried out through the provision of computer equipment to different units of the GMLP and the improvement of procedures.

Mid-Term Evaluation of the Revitalization and Urban Development Program of the city of La Paz (US $ 35 million). A perception survey was applied to 384 people approached in the city center. Levels of investment, progress of works, compliance with the national standard in public investment were reviewed. We worked with a team of experts in urban development and employment generation in Colombia (Ricardo Montezuma) and Bolivia. The program also included the promotion of productive economic development in the CUC through the Competitive Productive Fund, and social development through the Social Competitive Fund. Finally, component III of institutional development was also evaluated, which was executed with close to US $ 1.5 million for the provision of computer equipment and improvement of administrative procedures.

Eleven instruments for the collection of primary information were applied to: Adolescents of the Cometa Center, parents of mothers of adolescents who remain deprived of liberty in the comet center and authorities and justice operators. Interviews and focus groups were applied. Among the instruments applied, surveys of knowledge of skills and practices on CNNA and restorative justice (applied to justice authorities, fathers and mothers), 2 questionnaires to measure the level of social skills of the adolescents of the Cometa center. The project execution period was from January 1, 2018 to April 30, 2022.

The objective of the proposal is to contribute to environmental and productive sustainability in the degraded biomes of the Chaco, the Chiquitano Dry Forest and the Pantanal of South America as a basis to allow the population that lives in that territory, mainly indigenous people, to improve their situation. and condition.

Three results are planned at the level of achievements that take into account the common problems in the prioritized biomes, but also the specific needs and advances in each territory where the project is implemented. The mid-term evaluation of the Enfócate Project in Bolivia has had the opportunity to collect different perceptions, assessments and experiences of adolescents and young women and men, Plan International Inc. staff, staff of partner organizations, civil society organizations and duty bearers about the project, in three places (Calamarca, Porongo and Santa Cruz de la Sierra). The mid-term evaluation shows that the project started months before the Covid-19 pandemic, which was a major obstacle, reduced financial resources and the possibility of actions for its implementation. The actions of the project were restructured, through the development and execution of contingency plans. The mid-term evaluation observed that among adolescents and young people there is a profile of knowledge, attitude and behavior on the issues addressed by the project, such as sexual and reproductive rights, gender and gender roles (inequality) and the fight against gender-based violence. . The profile is characterized by a gradual empowerment based on their DSDR, a position against teenage pregnancy, its consequences and responsibilities; their conduct is interpellative in the family, educational and community spheres.

Support in the preparation of the final evaluation report “With Good Reason: Fighting and preventing the most degrading, cruel and inhuman forms of torture and other ill-treatment of the population deprived of liberty, particularly women and adolescents, in Bolivia and Honduras.” Based on the information gathered through semi-structured interviews and documentary review, support was provided in the preparation of the final evaluation report and in the process of reflection regarding the findings, conclusions and recommendations of the evaluation; the document was structured based on the criteria of the OECD DAC (relevance, coherence, effectiveness, efficiency, sustainability and impact), in addition to the criteria of visibility, communication, feasibility and replicability; the Project was relevant in terms of contributing to the visibility of the problem of torture and cruel, inhuman and degrading treatment against populations deprived of liberty and it was possible to activate the national mechanisms for the prevention of torture in Bolivia and Honduras, however, structural factors persist that limit a greater impact of the actions, as well as the sustainability of the effects.

A shock-responsive social protection strategy has been designed in El Salvador, for which a collection of the necessary information has been made to understand the country's situation in terms of its capacity to respond to shocks. Interviews and workshops have been held with State actors to achieve a common vision about what is expected of a system of this type. A three-week field mission has been carried out in which a variety of meetings and interviews were held with institutional actors, who participate in the risk management, early warning, social protection, conditional transfers and other processes that make up and/or influence the PSRCH system. With all the inputs, the strategy has been developed, considering the following dimensions: (i) Necessary regulations, (ii) institutional structure, (iii) governance, (iv) roles and responsibilities of the different institutions, (v) direction, (vi) administration, (vii) financing, (viii) technology, (ix) data, (x) change management and (x) human resources.

The project baseline was developed with a results-based management approach and cross-cutting approaches to gender, violence prevention, human rights, intersectionality and interculturality; a survey was applied to 3,016 families (3,016 women over 18 years of age, 1,874 adolescents from 15 to 18 years of age and 974 men over 18 years of age) in 92 municipalities in the 9 departments of the country; structured interviews were applied to 207 municipal protection and health workers and 483 users of municipal protection and health services. Finally, a baseline matrix (MLB) was developed with its respective manual for calculating and updating indicators, and dashboards for data visualization.

Final evaluation of the project: "Access to sanitation, hygiene, health and waste disposal services appropriate to the geographic context was achieved for 40 of 67 families in 3 communities in the Chocorosi sub-central area, ending open defecation, paying attention to the needs of women, girls and people in vulnerable situations." The evaluation of the project was carried out considering the criteria of relevance, coherence, effectiveness, efficiency, sustainability and impact; the project had an important gender component, seeking to promote the exercise of women's right to leadership and political representation, since women took ownership of the sanitation, health and solid waste disposal projects, and through these they achieved greater recognition in their communities. Likewise, the conditions of sanitation, health and a dignified life of the recipient families were improved.
