Final evaluation of the project: "Mitigation of climate change impacts on food security and water availability in Aymara indigenous communities" VASCO I, applying the criteria of relevance, effectiveness, efficiency, sustainability and impact. As part of the field operation, it was carried out: (i) preparation of Net Maps (stakeholder analysis); (ii) Informal interviews; (iii) Semi-structured interviews; (iv) Group interviews; (v) Focus groups; and (vi) Final project evaluation: "Mitigation of climate change impacts on food security and water availability in Aymara indigenous communities" VASCO I, applying the criteria of relevance, effectiveness, efficiency, sustainability and impact. This contract has been developed in two components: (i) the final evaluation of the Program; and (ii) the systematization of the program's experiences. The evaluation has been developed based on the criteria of relevance, effectiveness, efficiency, sustainability and impact, mainstreaming the gender and intercultural approach, in the framework of IWRM and MIC, while systematization has been developed taking as axis the results, objectives and end embodied in the Logical Framework of the Program. For the collection of information 321 structured interviews have been applied to municipal and community authorities, and representatives of productive organizations, peasants, originators, mining cooperatives, neighborhood associations and educational units in the area of influence of the Program, more than a dozen have been made from field visits to the project sites, 10 focus groups were carried out, an evaluation document was produced, a book-type document of the systematization, an album with 300 photographs and a documentary video of the intervention.

Systematization of experiences of the Process of Alignment and Harmonization of Financial Cooperation for the Sector of Watersheds, Lessons Learned in the concept of SWAP (Wide Approach Sector). Documentation of coordination mechanisms between donors and beneficiaries, comparison and analysis of complementarity between different financial tools and preparation of a Memory of lessons learned.

Evaluation of the Risk Management Program implemented in areas of high vulnerability to natural disasters in Peru and Honduras. It was contemplated (i) generation of geo-referenced information systems, (ii) Strengthening the capacities of risk prevention and response systems at the community, municipal and regional levels; (iii) Contribute to the development of a culture of prevention in the population through the development of actions in schools and in university education. (iv) Incorporation of risk variable in local, municipal, national and regional planning in the planning and investment projects. Food security assessment study in the municipalities affected by the floods in early 2014 in the eastern Bolivian region, a detailed field study was carried out based on the application of 1,078 surveys in households in 25 rural municipalities of the departments of Cochabamba (Villa Tunari, Chimoré and Puerto Villarroel), Beni (Riberalta, Guayaramerín, Trinidad, Exaltation, Puerto Siles, San Joaquín, Santa Ana, Loreto, San Ignacio de Moxos, Santa Rosa, Reyes, Rurrenabaque and San Borja), Pando ( San Lorenzo, Gonzalo Moreno, San Pedro and Villa Nueva) and La Paz (San Buenaventura, Ixiamas, Palos Blancos and Alto Beni). Preparation of the Strategic Financial Plan (PEF) 2011-2021. Institutional strengthening. Analysis of expenditure levels by protected area and strategic area, analysis of sources and financing commitments. The PEF contemplates a new co-management mechanism for protected areas with the participation of community organizations in these areas.

Preparation of the project cycle of the National Watershed Plan. Review of the current project cycle and preparation of proposal and approval of the new project cycle that includes (i) planning; (ii) identification; (iii) formulation -pre-investment and investment-; (iv) execution; (v) closure; and (vi) evaluation and audit. The design of the cycle includes both the technical, administrative and financial part of each project and each of the actors involved (national, departmental, municipal governments and beneficiaries). The Program is financed by the European Union within a basket fund through Sector Budget Support (SWAP).

Final evaluation and systematization of experiences of the project "Strengthening human security of rural communities through comprehensive support for their resilience, response capacity and food security situation", also known as "Human Security", implemented by the PMA agencies , FAO and UNICEF. Measurement of the indicators one year after completing the intervention through (i) a survey of project beneficiaries; and (ii) a survey of community leaders; In addition, a detailed review of secondary information was made and in-depth interviews were carried out with institutional actors and key informants. Design of the program "Our Forests" that allows to reduce to zero the illegal deforestation for the year 2020; for this, the following components were considered: (i) monitoring, prevention, control and sanitation of illegal deforestation; (ii) monitoring, prevention, control and combat of forest fires; and (iii) comprehensive fire management.

Evaluation of the second national five-year watershed management program (PNC II), corresponding to the 2013-2016 period, with the aim of contributing to the decision-making aimed at strengthening and consolidating national policies on water resources, under the Management Approaches Integral and Integral Management of Watersheds. The evaluation was made based on the criteria of: (i) Relevance - relevance; (ii) effectiveness; (iii) sustainability; and (iv) efficiency. A combination of essentially qualitative methods of analysis was used: (i) Review of basic PNC information; (ii) interviews and meetings with key informants; and (iii) field visits to a sample of interventions previously defined by the VRHR in the departments of La Paz, Oruro, Cochabamba and Chuquisaca.

The objective of this study is to design an intervention strategy for the use of biodiversity, under the program of Integral Management of Biodiversity in 3 prioritized regions: (i) Chiquitanía este; (ii) Sub-Andean valleys; and (iii) Llanos de Itenez. Part of the scope of the study are: (i) Identify MMAyA products, areas and forms of intervention; (ii) Identify local knowledge transfer mechanisms; (iii) Identify opportunities that allow generating greater added value; (iv) Identify the potential of alliances and synergies; (v) Identify funding sources.

For this study, the following objectives were defined: (i) integrating hydrological environmental functions and adaptation and mitigation of climate change within the actions of FONABOSQUE prioritizing sites of greater water importance; (ii) analyze, propose and agree with the corresponding actors the inclusion of a "AguaBosque" program in the FONABOSQUE within the legal framework; (iii) contextualize and update the vision, mission and management system of FONABOSQUE, with the incorporation of AguaBosque, through a review of its Institutional Strategic Plan (PEI) and organizational structure.

Diagnosis and baseline of the impact area of the Urban Centrality Project La Portada, application of the theoretical-practical model proposed by the Chilean architect Mikel Martija for the evaluation of urban sustainability; application of urban sustainability survey in 400 households, self-administered survey to 6th grade students. Secondary education in educational units within the study area, survey of satisfaction of users of health services within the study area, filling information cards in educational and health facilities, conducting individual and collective semi-structured interviews, workshops work and coordination with institutional actors (GAMLP), social and experts (Think Tank); identification of deficiencies, potential and opportunities to implement actions and projects that improve the "Eco-efficiency" in the area, estimation and projection of the social benefits that the identified-prioritized interventions could generate.

A communication and dissemination plan was developed to publicize the Biodiversity Strategy and Bolivia Plurinational State Action Plan (EPAB) before differentiated audiences at the national level; The work was organized in five stages: (i) Communication component diagnosis and situational context; (ii) Audiences identification, problems determination and objectives; (iii) Visual image definition; (iv)  Means and tools definition; (v) Proposal for the materials and tools elaboration.

Climate Landscape Analysis  for Children (CLAC) methodology application to analyze the art state, knowledge gaps, public policies and public policies implementation gaps regarding the Climate Change effects on the girls, boys and adolescents rights and their families in La Paz, El Alto, Independencia, Cochabamba, Puerto Villarroel, Chimoré, Montero, Santa Cruz de la Sierra, Gonzalo Moreno and Cobija.

Final evaluation of the project "Food security and irrigation water in 6 La Paz Altiplano communities", executed in the Mecapaca, Achocalla and Calamarca  municipalities, in Jucuri, Pasto Grande, Ninacho, Kella Kella, Totorani and Bajo Yanari communities, using the approach suggested by the OECD for this intervention types, based on the relevance, effectiveness, efficiency, sustainability and impact criteria, with gender mainstreaming perspective; the project had a total cost of 106K euros and benefited 1,008 people.

Analysis of socio-ecological data in time series of 10 municipalities in La Paz department, construction of tables and report graphs that show the intercensal variations (from 2001 to 2012) and in time series that consider projections (to 2018)

A survey was applied to 450 young people in the municipalities of Santa Cruz de la Sierra, La Guardia, Warnes, El Alto, La Paz, Viacha, Cochabamba, Sacaba and Quillacollo about knowledge and perception regarding the themes: environment and climate change, Semi-structured interviews were applied to key informants, and the information was systematized in a baseline matrix, structured according to the Project's logical framework.

A survey was applied to a sample of 697 families living in 46 communities, distributed in 8 municipalities of the departments of Santa Cruz (Charagua, Cuevo, Gutiérrez, Lagunillas Boyuibe) and Chuquisaca (Macharetí, Muyupampa and Huacaya), on food security, life's means and coping strategies, was complemented with semi-structured interviews with municipal technicians, community representatives and focus groups with the target population.

The project "Environmental governance and consolidation of sustainable production systems in the Departments of Boquerón/Alto Paraguay (Paraguay) and Santa Cruz/Chuquisaca (Bolivia)" is financed by the Delegation of the European Union Bolivia and co-financed and executed by the Research Center and Promotion of the Peasantry (CIPCA) as coordinator of the project, OXFAM Bolivia, OXFAM Paraguay, Indigenous Procommunities (PCI) of Paraguay and Alter Vida of Paraguay. The project execution period was from January 1, 2018 to April 30, 2022.

The objective of the proposal is to contribute to environmental and productive sustainability in the degraded biomes of the Chaco, the Chiquitano Dry Forest and the Pantanal of South America as a basis to allow the population that lives in that territory, mainly indigenous people, to improve their situation. and condition.

Three results are planned at the level of achievements that take into account the common problems in the prioritized biomes, but also the specific needs and advances in each territory where the project is implemented. The project proposes to strengthen capacities at various levels (individuals, families, productive associations, leaders/managers, communities and organizations) and topics (resilient development, governance, use of technologies for sustainable production, concerted demands and proposals, entrepreneurship management) of the indigenous and peasant population, with a special affirmative action directed towards women and young people, to preserve and project the environmental values of the prioritized biomes (Rz2).

In reference to the methodology, the evaluation has been based on (i) documentary review; (ii) key informant interviews; (iii) application of individual questionnaires to the target population; (iv) interviews with focus groups; and (v) observation visits. For this purpose, 10 communities have been visited in the space of two weeks and mayors, municipal councilors, municipal technicians, members of the CAPyS, members of the beneficiary communities, members of the health centers, personnel of educational centers and to the Program coordinator team, including the technical team responsible for the infrastructure and the technical team responsible for DESCOM. Additionally, a total of 132 surveys were carried out among the beneficiary population, which served to characterize the populations and current conditions related to basic services, mainly SAP, in addition to the hygiene habits of the target population.

Emergency Food Security Assessment (EFSA) applying the WFP protocol for this type of assessment (CARI methodology), in the municipality of Entre Ríos (Tarija) in communities that were affected by a large-scale flood on the night of February 20 2022. Application of a survey to 196 households in 11 affected communities, obtaining the institutional indicators of the WFP, analysis of food consumption, diversity of diet, food expenditure, survival strategies and the situation of vulnerability to food insecurity of the affected families.

A survey was applied to a sample of 792 families living in 56 communities, distributed in 8 municipalities of the departments of Santa Cruz (Charagua, Cuevo, Gutiérrez, Lagunillas Boyuibe) and Chuquisaca (Macharetí, Muyupampa and Huacaya), on food security, means of life and coping strategies, was complemented with information available in the SPIE State Comprehensive Planning System.

Evaluation of the project “Support to indigenous communities in the Bolivian Amazon to adapt to climate change” implemented by OXFAM and its partners: IPDRS and CIPCA, in the municipalities of Sena and Puerto Rico in the department of Pando; the methodology suggested by the OECD-DAC was implemented (based on the criteria of relevance, effectiveness, efficiency, sustainability and impact) for which individual and collective semi-structured interviews, field visits and documentary review were applied.

Evaluation of the exit phase of the Bioculture and Climate Change Project (PBCC) implemented by Pro Rural, with several local partners (PROMETA, PROINPA, LIDER, PROSUCO, WCS, MIGA), with funding from COSUDE. To this end, the methodology suggested by OECD-DAC (based on the criteria of relevance, coherence, effectiveness, efficiency, sustainability and impact) was implemented by conducting a telephone survey of 301 target families, semi-structured interviews with key stakeholders and field visits.

Preparation of a national diagnosis of the irrigation sector, based on a documentary review and semi-structured interviews with key actors, inventory of indicators of the irrigation sector at the national level present in the planning documents and current regulations, identification and prioritization of the strategic lines of public policy in the irrigation sector, definition of indicators that allow monitoring performance at the sector level, preparation of parameterized sheets for each of the prioritized indicators, consolidation, presentation and validation of the MED (Performance Evaluation Framework) of the irrigation sector.

Evaluation of the DAC Project "Dialogue and Collaborative Support" which aimed to promote that the key issues for the development of Bolivia are addressed from a democratic spirit and of shared responsibility between the State, civil society, the private sector and academia, thanks to the development of innovative solutions; in this sense, the DAC Project financed development initiatives of 49 CSOs throughout the country. For the development of the evaluation, the following criteria were considered: (i) Pertinence and relevance; (ii) Effectiveness, efficiency and impact; (iii) Coherence; (iv) Incidence and sustainability; (v) Knowledge management and communication; (vi) Prospective; an exhaustive review of the documentation generated by the Project and its M&E system was carried out, semi-structured individual and collective interviews were conducted with key informants and the target population, and field visits were made to initiatives in El Alto, Santa Cruz and Chuquisaca.

The project was evaluated based on the criteria of relevance, effectiveness, efficiency, impact and sustainability, for which semi-structured interviews were conducted with key informants and a documentary review of thirty documents was conducted. The project has been relevant in strengthening public agendas in the midst of the crisis, the events and activities have generated interaction and citizen demands and have built a favorable scenario for the development of proposals from regional actors. A medium-term approach to research is recommended, organized in at least two areas: macroeconomics and sustainable development; also strengthening national alliances and considering more dynamically the presence in the international debate.

An evaluation of the project "Contribute to the full exercise of the social, economic and political rights of 226 women leaders of the municipality of Calamarca, with gender equality and promoting environmentally sustainable productive initiatives, in line with goals 5.4 and 5.5 of SDG 5. File GN 11 1458 2020 66" was carried out considering the criteria of relevance, effectiveness, efficiency, impact and sustainability, for which semi-structured interviews were applied to the project implementing team, to Bartolina authorities, to the mayor and municipal officials of the Calamarca GAM, to the technical team that participated in the project, field visits and interviews were carried out with the target population, in addition to reviewing the project documentation and the respective means of verification; The project has been relevant in socially, politically and economically strengthening the Bartolina Sisa central and sub-central plants at the municipal level, as well as productive associations, and has promoted economic recovery and adaptation to climate change in the territory.

The evaluation was carried out using the OECD DAC criteria, and placing emphasis on (i) analyzing the approaches adopted by the project in each of the three countries of intervention; (ii) evaluating the different modes of intervention and complementarity in the three countries; and (iii) evaluating the added value and impact generated by the studies and research developed within the framework of the project. To this end, semi-structured interviews were applied to key informants and the target population in the three countries, and field visits were made in Cusco - Peru.

A shock-responsive social protection strategy has been designed in El Salvador, for which a collection of the necessary information has been made to understand the country's situation in terms of its capacity to respond to shocks. Interviews and workshops have been held with State actors to achieve a common vision about what is expected of a system of this type. A three-week field mission has been carried out in which a variety of meetings and interviews were held with institutional actors, who participate in the risk management, early warning, social protection, conditional transfers and other processes that make up and/or influence the PSRCH system. With all the inputs, the strategy has been developed, considering the following dimensions: (i) Necessary regulations, (ii) institutional structure, (iii) governance, (iv) roles and responsibilities of the different institutions, (v) direction, (vi) administration, (vii) financing, (viii) technology, (ix) data, (x) change management and (x) human resources.

The project was evaluated using a Results-Based Management approach, within the framework of the OECD-DAC recommendations for this type of evaluation, that is, based on the criteria of relevance, coherence, effectiveness, efficiency, sustainability and impact; this project aimed to promote social participation and the capacity for political influence of youth on the subject of the environment and climate change.

A set of 13 institutional policy instruments has been developed to strengthen internal governance and ensure the sustainability of the organization's operations. These instruments, which range from the code of ethics to the risk management policy, have the main objective of aligning the organization's actions with its mission and vision, promoting transparency and accountability, and facilitating collaboration with other actors. The instruments developed will allow ACEAA to: a) Strengthen internal democracy: Through clearer participation and decision-making mechanisms; b) Optimize collaboration in networks: Establishing protocols for managing alliances and sharing knowledge; c) Increase transparency and accountability: Publishing information on its activities and results; and d) Strengthen knowledge management: Systematizing learning and generating a knowledge database accessible to all members of the organization.

The baseline study was designed based on the construction of an Analysis Plan Matrix (MPA) derived from the Logical Framework of the project. Based on the MPA, the instruments were built, with which information was collected from 219 families living in the municipalities of San Ignacio de Velasco and Concepción and from key informants at the municipal, departmental and national levels; the Baseline Matrix (MLB) was built and a comprehensive situational assessment on the strategies and policies for forest care, risk management, livelihoods and access to credit for families; the results of the baseline study were presented through dashboards designed in Power Bi
