Gerenssa has been contracted by the Ministry of Environment of Peru to carry out the final evaluation of the Program for the Recovery of Areas Degraded by Solid Waste, in 11 Projects funded by the IDB. This program has intervened in the cities of Yauyos, Pozuzo, Oxapampa, Chancay, Bagua, Huaura, Andahuaylas, Chincha, Talara, Puno, and Tarapoto, executing the technical closure of municipal dumps and the comprehensive recovery of areas degraded by solid waste, in addition to strengthening municipal management for the final disposal of waste, promoting the social integration of recyclers, and implementing social communication actions to inform and raise awareness in the population about the issue.
As in all cases, this evaluation is carried out with the aim of assessing the relevance, coherence, effectiveness, efficiency, sustainability, and impact of interventions. To this end, a range of information collection instruments is being applied, both from secondary and primary sources, including document review techniques, surveys of populations living in the direct impact areas of the projects, interviews with key informants, focus groups with target populations, and field visits to the projects. The focus of this evaluation is, above all, constructive and summative, aimed at obtaining recommendations and lessons learned that will strengthen the management of MINAM and the IDB in similar programs, both in Peru and in the region.
